A quantum spacetime model is presented in which a rigid Planck lattice is generated between the geodesics, which transitions smoothly onto the geodesics and in which time is defined only on the geodesics, not on the lattice. The Planck lattice consists of squares of Planck length surfaces or multiples thereof. The resulting spacetime dynamics is discussed in the form of a "quantum blob structure." Possible measurability is explored, using the analogy of spacetime Brown motion on matter masses. These blobs exhibit analogies to Wheeler's geons in the Wheeler-de-Witt equation and to geometrons but are only excited quasi-particles in spacetime. Local Inertia as a spacetime phenomenon is defined via quantum coupling of the blob structure.
