The paper proves that General Relativity (GR) is not needed to explain the effects mentioned in the title. It will be shown that Newton’s laws are sufficient if the influence of the far distant masses of the universe is included into the calculation, i.e., if Mach’s principle is truly obeyed. The quantitative result with the perihelion shift of Mercury is very close to that of the GR, whereas there is a small, but possibly measurable, difference in the size of the event horizon of static black holes.
